ISSUE STATEMENT FOR # 510: SOCIAL DISRUPTION OF ABORTION

PRESENT CONDITION: The issue of Abortion and the rules that either permit or restrict it's use are a major cause of social disruption in American society.

DIRECTION OF IMPROVEMENT: We need to find solutions that will promote healing on this divisive issue so that the American people can put the abortion issue behind us and work together to solve our many other pressing problems.

ISSUE JUSTIFICATION: American prosperity requires a political process that quickly responds to the wishes of the American people on the wide range of issues facing American society. Failure to resolve major issues like abortion generates social disruption that poisons the political process and blocks action on other issues that are held hostage in the battle over abortion.

BRIEF DESCRIPTION: THIS IS A DEFINED OPTION SOLUTION. The following 10 choices attempt to present a spectrum of options on the possible legal restrictions that American society should place on the practice of abortion. These options range from the most restrictive (10) down to the least restrictive (1). Please determine the option that best represents the level of legal restrictions that you feel American society should place on the abortion options of YOUR FELLOW CITIZENS.

JUSTIFICATION: The first step in resolving the issue of abortion is determining what restrictions the American people feel should be placed on the abortion options of their fellow citizens. The issue of abortion confronts American citizens with a difficult tradeoff between two great ethical principles of Life AND Choice. I hope the votes on this solution will show that most Americans favor a balanced approach to legal restrictions on abortion with only a few at either extreme. Since all UVOTEs are tied to ZIP code we can provide further understanding of the regional diversity of American citizens on this vital issue.

BRIEF DESCRIPTION: THIS IS A DEFINED OPTION SOLUTION. The following 10 choices attempt to present a spectrum of options on national vs local standards on the legal restrictions on abortion. The options range from a single national standard (10) down to complete local control (2). Please determine the option that best represents the balance between national and local control over the legal restrictions on abortion that you feel is best for America.

  • 10: A single national standard on abortion restrictions.

  • 9: Individual state standards on abortion restrictions, but with a national standard on the allowable range (i.e. options 3 through 8 in the solution 510.1 list for example) and with free citizen movement between states for abortions.

  • 8. Individual county standards on abortion restrictions, but with a national standard on the allowable range (i.e. options 3 through 8 in the solution 510.1 list for example) and with free citizen movement between counties and states for abortions.

  • 7. Individual state standards on abortion restrictions within a national standard on the allowable range BUT with no citizen movement between states to avoid restrictions (i.e. a doctor treating a resident of another state would have to consider both the local state's standards and the citizens state's standards whichever were MORE restrictive).

JUSTIFICATION: Regional diversity is a great American strength that needs to be supported by allowing states and local communities freedom to set local standards on important social and ethical issues like abortion restrictions. However we are also one people and we must also respect the standards of our American community to preserve our national unity. This solution seeks to determine what balance between local control and national standards that the American people want on the issue of abortion restrictions.
